Online Application

1. Goa Online Single Window

The Online Single Window System in Goa is an online platform aimed at providing a single-point solution for obtaining various government approvals and licenses . This system aims to simplify the process of obtaining government approvals and reduce the time and effort required to obtain them. It is expected to improve transparency, accountability, and efficiency in the government’s processes. The platform provides a centralized and user-friendly interface where users can apply for approvals and track their status online.

2. NSWS (National Single Window System)

The NSWS initiative is an epitome of the ‘Whole of Government’ approach with different central ministries / departments, states and UTs coming together to facilitate investor-related clearances on a single portal, with transparency and accountability, enhancing ease of doing business exponentially .  It is a digital platform to guide you in identifying and applying for approvals according to your business requirements.  The Know Your Approvals (KYA) module includes guidance for 32 Central Departments and 31 States. It is a one-stop digital platform that aims at allowing investors to apply for various pre-operations approvals required for commencing a business in the country.

3. Procedure to Start A New Enterprise

Preparation of Project Report: For the line of activity chosen by the Entrepreneur, a technically feasible economically viable Industrial Project Profile / Report is to be prepared. The Entrepreneur may seek the assistance from State Govt. agencies like GIPB, DITC, GIDC; Central Govt. agencies like MSME-Development Institute, NSIC etc.

Finance : The Entrepreneur may preferably obtain the consent of a financing agency such as any Commercial Bank for the required loan amount. Registration :
  • To set up a Micro/Small/Medium Enterprise, engaged in the production/manufacture of products or providing/rendering of services may file Part-I of the Entrepreneur’s Memorandum to the District Industries Centre, which is headed by the General Manager (DIC). Director of Industries, Trade, and Commerce, as well as, the General Manager (DIC) reserve the right to seek Project Report and other relevant information required to ensure the types of raw materials proposed to be used in the manufacturing process, type of machinery involved and other aspects of the unit.
  • To set up a Large Enterprise, the Entrepreneur must file Industrial Entrepreneur’s Memorandum Part -A with the Secretariat for Industrial Assistance, Department for Promotion of Industry and Internal trade, Ministry of Commerce & Industry, Udyog Bhawan, New Delhi & obtain Acknowledgement. If the Large Enterprise comes under Schedule II Industries, the Entrepreneur must obtain Industrial License.

Land : The Entrepreneur can set up the Industry in GIDC’s land or Private Land or Government Land through District Collector. The Entrepreneur must apply online for the GIDC land at https://goaonline.gov.in/

Approvals/Clearances : After Executing the Sale Agreement with GIDC /Procuring the Private Land, the Entrepreneur must apply for all statutory approvals & Clearance from the competent authorities through the Single Desk Portal (online at www.goaipb.gov.in).

Commencement of Operations:
  • After obtaining the all the approvals from the competent authorities, the Entrepreneur must start civil construction & place orders for the machinery. After completing civil construction & erection of the Machinery, the Entrepreneur has to commence Commercial Production.
  • After commencement of Commercial Production, in respect of Micro/Small / Medium Enterprise the Entrepreneur must file Entrepreneur’s Memorandum Part -II with concerned District Industries Centre of the District & Acknowledgement to be obtained.
  • In case of a Large Enterprise, the Entrepreneur has to file Industrial Entrepreneur’s Memorandum Part -B with Secretariat for Industrial Assistance, New Delhi & obtain Acknowledgement.
  • After obtaining EM-Part-II/IEM Part-B Acknowledgement, the Entrepreneur has to execute the Sale Deed with GIDC Ltd.
  • Within Six months after the Commencement of Commercial Production the Entrepreneur has to file all Goa Government’s Incentive Claim Applications with the concerned District Industries Centre of the District.

The following subsidies are given by the Department of Industries Trade and Commerce:

I. Capital Subsidy :

Eligibility : All micro and small-scale manufacturing units falling under white, green and orange category shall be eligible.

Benefits :

  • Micro Industries: 30% of the cost of capital subject to a ceiling of Rs. 10 lakh, provided the subsidy on building/office is restricted to Rs. 5 lakhs
  • Small Industries: 30% of the cost of capital subject to a ceiling of Rs. 20 lakh, provided the subsidy on building/office is restricted to Rs. 10 lakhs
II.Certification and I&PR:

Eligibility : The Industrial Units in all Categories, Hospitals and Educational Institutions recognised by the Government of Goa and operating in the State of Goa who have obtained Certification from Indian Standard Institute, International Standard Organization or any other recognised National/International Certification for quality standards and/or IPRs as accepted by the Task Force Committee are eligible to avail financial incentives under this Scheme.
Benefits:

  • Reimbursement of charges to the extent of 100% of actual expenditure per certification, during the validity period of the Scheme subject to a combined ceiling of Rs. 8.00 lakh only for the entire period of the Scheme will be granted to the Unit/Institution
  • In the case of IPR, reimbursement of 50% of the professional fees for registration and fees paid to the registry for registration of Intellectual Property Rights subject to maximum ceiling of Rs.15.00 lakh for the entire period of the Scheme will be granted to the unit/institution.
III. Employment Subsidy:

Eligibility : Micro, Small, Medium and Large manufacturing industries listed under white category, Green category and Orange category are eligible. Enterprises engaging a minimum of 60% of Goan manpower on regular employment are eligible for benefits under this scheme. All the Goan employees upto 60 years of age who are paid gross salary of more than Rs. 8,000/- per month shall be considered.

Benefits : Subsidy will be pro-rata increasing from 60% to 100% in a continuous linear scale subject to 60% to 80% of Goan employment. The quantum of benefit shall be defined by the proportion of Goan employees as follows:

IV. Green Investments:

Eligibility: Manufacturing units under micro, small, medium and large category are eligible for incentives under the scheme.
Benefits:

  • Water and Energy Audit Reimbursement: Units shall be eligible for a reimbursement of 25% of the cost of water and energy audits subject to a maximum of Rs. 1.00 lakh per unit during the validity of this scheme.
  • Energy Conservation Equipment Capital Reimbursement: Units implementing energy conservation measures and adopting the use of energy conservation equipment shall be eligible for a reimbursement of 40% of the capital cost incurred on the purchase of the equipment subject to Rs 10.00 lakh per unit.
V.Local Purchases:

Eligibility: Only those units under the white, green and orange categories shall be eligible under this Scheme. The micro, small and medium manufacturing units purchasing a minimum 50% (in value) of its raw material/component/tools etc. (input requirement for production) from local sources/Manufacturers shall be eligible for the benefit.

Benefit: Reimbursement to the extent of 2% of the cost of local purchases consumed by such unit to the maximum of Rs. 5.00 lakh per year.

VI.For Training Prospective Employees:

Eligibility: Micro, Small, Medium and Large manufacturing enterprises which have registered under the umbrella scheme are eligible for incentives under this scheme.

Benefits: Reimbursement of 60% of training costs for prospective employees subject to a maximum of Rs. 60,000/- per employee and Rs. 7,20,000/- per unit per year will be given to the eligible units

VII.Interest Subsidy Scheme :

Eligibility: Micro, Small and Medium manufacturing industries listed under White category, Green category and Orange category, which have commenced production after 01-10-2017 are eligible.

Benefits: For claims of interest paid on term loan, the subsidy will be calculated to the extent of 30% of the interest paid, subject to the ceiling under this scheme. For claims of interest paid on working capital loan, subsidy will be calculated to the extent of 1½% of the total turnover or 30% of the interest paid by the units/enterprise, whichever is less.

The subsidy will be pro rata increasing from 60% to 100% in a continuous linear scale subject to 60% to 80% of Goan employment. The quantum of benefit shall be defined by the proportion of Goan employees as follows:

VIII. Umbrella Scheme’ to provide financial assistance to the enterprises :

Eligibility: For all industrial units going into production on or after 1-10-2017

Benefits: 50% (70% in case of lesser developed talukas) of the Cumulative Capital investment at original
value in the unit. Maximum 10% additional benefit to all women and SC/ST entrepreneurs.
